I spend my days deep in the world of e-bike technology, design, and most importantly, helping our B2B partners—distributors, wholesalers, and rental fleet operators—find the perfect e-bikes for their markets. Today, I’d like to speak about something that’s utterly necessary but can be very much obfuscated in terms of simplicity for many of our international partners: CE certification of electric bicycles.

Provenancing the regulations within the European Union is a type of daunting challenge, especially when you’re sourcing from outside your own borders. You might be wondering, “What exactly is this ‘CE’ mark all about? Why is it so critical for my business? And how can I be sure the bikes I’m shipping overseas are actually compliant?” These are precisely the questions we’re going to make easy. It’s not just a matter of ticking a box on a compliance form; it’s about ensuring safety, providing quality, and building a trustworthy brand that your customers trust. In this article, I will walk you through the basic concepts of CE certification, break down the main technical standards involved, and explain how it influences everything from motor performance to battery safety. Demystifying the CE Mark: It’s More Than a Sticker

To any company exporting electric bicycles to the European Economic Area (EEA), the CE mark is the most important mark you’ll ever lay eyes on. It’s a manufacturer’s declaration that the product meets all applicable EU safety, health, and environmental protection requirements. Think of it as a passport for your product so that it may be sold lawfully and move uninhibitedly throughout the 30 countries of the EEA. But let us be clear: this is not a third-party quality certification such as, say, a UL listing in the US.12 The process of obtaining the CE mark is one of self-certification. This places enormous burden on the manufacturer—guys and gals like me at Clipclop—to ensure that every single component and design feature is compliant with the relevant directives and standards.

It is a step-by-step process to affix a CE mark on an electric bicycle. It begins with the identification of the applicable EU directives. For an e-bike, the most significant one is the Machinery Directive 2006/42/EC because an e-bike is a machine that incorporates a power-assisted drive system.3 The directive defines the essential health and safety requirements (EHSRs) for machinery. The Electromagnetic Compatibility (EMC) Directive 2014/30/EU is significant as well. It ensures that the electronic components of the bike, i.e., the motor controller and battery management system (BMS), do not interrupt other electronic equipment and are not susceptible to interference as well. The Low Voltage Directive (LVD) 2014/35/EU can be used for the external charger as well. Finally, the Radio Equipment Directive (RED) 2014/53/EU comes into play if the e-bike contains wireless functionality, e.g., Bluetooth capability for an app. The company must conduct a thorough conformity testing, create a comprehensive Technical File with all the design and test documents, and finally sign the EU Declaration of Conformity. This is an enforceable document announcing that the product, like our Clipclop fat tire model with a 48V 750W brushless motor, complies with all these directives.

The Cornerstone of Compliance: Understanding EN 15194

While the directives create a broad legal framework, the technical “how-to” of e-bike conformity lies in a harmonized European standard: EN 15194. That’s the specific standard for “Electronically Power Assisted Cycles,” or EPACs. If an e-bike is built to the requirements of EN 15194, it is deemed to be in compliance with the Machinery Directive. For our B2B clients, understanding the key parameters of this standard is vital for ensuring you’re importing a legal and safe product for the EU market. The two key conditions of EN 15194 are that the motor assistance must only be made available when the cyclist is pedaling and must be cut off when travelling at a bicycle speed of 25 km/h (15.5 mph).25 The maximum continuous rated power of the motor must not exceed 250 watts.

You can look at the specifications of our Clipclop model with a 48V 750W brushless motor and top speed of 51 km/h and question how it works in the equation. This is a crucial differentiation for the global market. The model we have discussed is configured for markets such as the US, where legislation such as the 16 CFR Part 1512 allows higher power and speed ceilings.2 However, for our distributors and partners in the EU, we manufacture and install our bikes to precisely conform to the 250W continuous power and 25 km/h speed ceiling of EN 15194. This can often be achieved through firmware configuration of the motor controller, which can limit power supply and speed to the legal ceiling. The standard also covers a wide range of safety-critical features, from braking and frame strength to safety of electrical systems and lighting requirements, to guarantee a holistic response to protection of the rider.

Why Is Strong Frame and Sound Construction Essential?

The EN 15194 standard places immense emphasis on the mechanical integrity of the e-bike, and it is for a very good reason. An electric motor adds power, speed, and weight and subjects the frame and parts to much greater stress than a standard bicycle. Particularly in the case of the electric off-road bicycles we trade in, designed for rough ground such as mountain trails, forest paths, and rough terrain. The standard is derived from ISO 4210 for mechanical testing of bicycle parts but with greater requirements for greater demands on an EPAC. This includes requiring fatigue testing of the frame, fork, and handlebars to demonstrate that they will be able to withstand thousands of stress cycles before they fail. 

We use 6061 Aluminum Alloy in our Clipclop frames. This material is chosen for its excellent strength-to-weight ratio, corrosion resistance, and extended lifespan—qualities important to safety regulation and a high-performance ride. Our frames also undergo finite element analysis (FEA) prior to construction to ascertain and reinforce potential points of stress. What Are the Electrical System and Battery Safety Requirements?

The heart of any e-bike is its electrical system, and it is one area where CE certification is very strict. The intention here is to minimize fire risks, electric shock, and system malfunction. EN 15194 standard outlines specific requirements for the battery, motor, and controller. The entire electrical system, whether it is the wires and connectors, must be constructed to sustain the electrical load in a safe manner and be watertight and dust-tight, typically rated to a level such as IPX4 or higher. One of the key safety features required is the electric brake cut-off, which ensures that the motor automatically disengages assistance the moment the rider applies the brakes.3 It is an essential safety feature that prevents the motor from applying pressure on the brakes, which could otherwise lead to life-threatening conditions.

Our Clipclop model contains a heavy-duty 48V 15AH lithium battery. To be CE compliant, these batteries and chargers must meet specific safety tests. The battery management system (BMS) is the intelligent mind of the battery that protects it from overcharging, over-discharging, short circuits, and overheating. Furthermore, the batteries themselves must be tested to specifications like EN 50604-1.2 These make them safe against thermal runaway and other hazards. It should also be CE marked and comply with the Low Voltage and EMC directives. To our partners, this level of scrutiny is your assurance that the product you are selling is safe. The recent cases of incidents regarding fires caused by poor quality lithium-ion batteries made consumers and authorities more alert than ever. Identifying CE-approved e-bike models with fully tested and compliant electric parts is not just a matter of complying with the law—it’s about protecting your customers and your business reputation.

How Does Motor Power and Speed Limitation Impacter the Different Riding Scenarios?

As we’ve established, the EU standard specifically limits EPACs to 250W continuous rated power and 25 km/h power-assisted speed. While this is restrictive in comparison to the 750W motors and higher speeds used elsewhere, it’s a regulation designed to enable e-bikes to coexist safely with conventional bicycles in shared facilities like bike lanes. The twist in this scenario is the “continuous rated power.” It is the power that the motor can provide for 30 minutes without heating up. Most compliant motors can supply more peak power for short bursts, such as when accelerating or climbing a steep incline. This will give an instant and satisfying response without infringing the regulations. Our motors, for example, even in 250W guise, are capable of delivering high levels of torque—such as the 70Nm of our model here—which is crucial for off-roadability and hill climbing.

It is here that the use and application come into play. A 250W CE certified e-bike is perfectly designed for an incredibly wide range of applications, from leisure cycling and on-road commuting to touring and light off-road routes. For rental fleets of European holiday spots, such cycles provide a safe, convenient, and legally compliant way for customers to explore. For public sale, they offer a product that requires no license, no insurance, and no registration, as easy to own and ride as an ordinary bicycle. While versions of higher power outputs, popularly known as Speed Pedelecs (S-Pedelecs), are found in the EU, these are moped-type vehicles under much stricter control and regulation, including mandatory helmets, insurance, and type approval. For the majority of B2B applications, putting the universal and all-encompassing EN 15194-compliant EPAC first is the wisest course of action.

Why are Brakes, Lights, and Reflectors So Crucial?

A motorized bicycle needs a braking system much more substantial and reliable than a standard bicycle. Minimum wet and dry braking performance criteria are specified by the EN 15194 standard. Choosing the Right E-Bike for Your Business Model

Knowing the specifications relative to various applications is most important.
